The European Union's Packaging and Packaging Waste Regulation — PPWR for short — which rewrites the EU's packaging rules, begins to apply on 12 August 2026. The regulation replaces the Packaging Directive of 1994 and applies directly in all EU member states.
Why does it matter?
The most critical aspect of the regulation is its scope: the rules concern not only packaging produced within the EU but all packaging placed on the EU market. Where the packaging was produced is not taken into account. This directly affects Turkish manufacturers exporting to Europe.
Key headings
Design for recyclability
Design criteria and performance categories are being set for the recyclability of packaging. The implementing legislation governing these criteria is expected to be adopted by 1 January 2028.
Substance restrictions
The use of certain heavy metals and substances of concern in packaging components is being restricted. In paper and board packaging in contact with food, the use of PFAS substances that provide water and grease resistance is prohibited from 12 August 2026.
Labelling
Packaging will be required to carry a harmonised label indicating its material composition. Recycling symbols, which have differed between member states until now, are being brought into a single system.
Extended producer responsibility
Producers are also held responsible for what happens to the packaging they place on the market once it becomes waste.
Where paperboard stands
The central axis of the regulation is the circular economy: reduction, reuse and recycling. Because paperboard is by nature a recyclable material, it sits in an advantageous position on that axis.
All the tubes we manufacture are made of paperboard; there are no plastic tubes in our product range.
What should be done?
Manufacturers exporting to Europe are advised to be prepared for compliance and information requests that may come from their customers. The composition, recyclability and documentation of the materials used in the supply chain will be asked about more often in the period ahead.
